Anne’s RSM Initiatives

Rancho Santa Margarita is one of California's safest and most financially stable communities because of thoughtful leadership, responsible planning, and a commitment to putting residents first. Throughout her service, Anne has championed initiatives that strengthen public safety, support local businesses, invest in youth, honor our veterans, and protect taxpayers—helping preserve the quality of life that makes Rancho Santa Margarita such a special place to call home.


FIRE PREVENTION EFFORTS WITH OCFA

Anne initiated the annual Fire Prevention and Awareness event at the RSM Bell Tower which

brings together many vital entities that work together to ensure that RSM remains safe from fire threats. Over the last five years, this very popular June event brought together OCFA, OCSD, MV Animal Services, and up to date information on insurance related issues facing our local homeowners.

SUPPORTING OUR OCSD DEPUTIES

Our local OCSD deputies play an integral role in keeping our city the #1 or #2 safest city in the state of California and the safest city in the Orange County area. Anne is committed to working with our Chief of Police and OCSD through public safety programs and community outreach.

HONORING OUR LOCAL VETERANS

Anne was proud to introduce the RSM Veteran Monument project at city hall. This monument was a collaboration between the city and local veterans who ensured that this will be a lasting tribute to our local veterans who demonstrated courage and sacrifice for our nation. The RSM Veteran Monument project was dedicated in June, 2026.

MENTAL HEALTH INITIATIVES

In 2019, Anne implemented suicide prevention signs at our Santa Margarita bridge. Mental health has been an important issue for Anne and during Covid worked with local school districts and the state of California to get children back in school and back on the field to play sports.

SUPPORTING OUR RSM BUSINESS COMMUNITY

Anne has worked closely with the RSM Chamber of Commerce over the years serving as a board member during reorganization in 2018. In addition, Anne initiated the RSM Business Recognition Program at city council meetings which ensure our local businesses receive recognition for their local efforts and contributions to our residents. For countless years, the city in conjunction with Samlarc… hosts Rancho Family Fest which provides an opportunity for our local businesses to promote themselves and grow their business net worth and exposure.

RSM STRONG FINANCIAL HEALTH

Anne’s financial initiative includes an annual balanced budget, promoting low taxes, and conservative fiscal policies. RSM is extremely financially sound, maintains a large surplus for emergencies and is committed to frugal city spending. RSM will always protect its tax payers and has earned the Government Finance Officers Association Certificate of Achievement for the last 25 years.

RSM’S YOUTH

Anne began the College Student Work Experience Internship Program in the Spring of 2022. This program allows qualified college students the opportunity to work at city hall to learn about future career opportunities in Public Works, Urban Planning, Engineering, Risk Management and Police Services.
